Add seller tracking to one consumer order

Merchant-hosted endpoint called by SKUU after a seller ships a package.
The path identifies the original consumer order. The customer platform
owns the customer notification after accepting this write.

external_ref is the tracking-write idempotency key. An identical retry
must return the original exact receipt without creating another fulfillment
or notification. Reusing the reference with a different body returns 409.
SKUU signs the exact UTF-8 JSON bytes and preserves those bytes across retries.

Responses

200Updated, or an identical idempotent replay. The body has exactly five fields. external_ref must echo the request and order_id must echo the path value. Any other 2xx status or response shape is a contract failure to the SKUU client.

400Invalid request shape or value; permanent and not retried by SKUU.

401Missing or invalid bearer credential or request signature; permanent until configuration changes.

403Authenticated credential is forbidden from updating tracking; permanent until access policy changes.

404The path order_id is unknown. No tracking record or customer notification may be created. Permanent and not retried by SKUU.

409external_ref was already used with a different request body. No new fulfillment or notification may be created. Permanent and not retried.

429Rate limited. SKUU retries the identical signed request, up to three total attempts, honoring a numeric-seconds Retry-After header.

5XXTransient merchant failure. SKUU retries the identical signed request, up to three total attempts, with exponential backoff and jitter.
